Should transgender people be permitted to amend their birth certificates without undergoing gender-reassignment surgery?

“Sure, why not? There may be all sorts of legal consequences [that] I’m not aware of but from my point of view, it’s fine for transgender people to change their birth certificate. I’m sympathetic to the transgender community. As long as people aren’t hurting anyone, I don’t care what they do.”

“Yes, but I think the person should have at least two years on hormone therapy, and be well into their transition. And there should be sufficient documentation from a professional who recommends the [birth-certificate] change. Those steps are needed to weed out fraudsters, people doing it for the wrong reason.”
